CG-4082 documents all significant education, training, and qualifications not captured in your Employee Summary Sheet in CGBI. Guidance on what is authorized on a 4082 can be found in Chapter 4.c of the Performance, Training, and Education Manual (COMDTINST M1500.10c).The completed form should be submitted via the member's Personnel & Administration (P&A) office to the PSC Records Branch (MR) at HQS-SMB-CGPSC-BOPS-MR-SPOSupport@uscg.mil. Expedited entry requests should have the subject line: URGENT BOARD ENTRY.

Regular Military Compensation Calculator This calculator will compute your regular military compensation based on your inputs, in order to determine the approximate amount of an equivalent civilian salary, and to estimate your marginal federal tax bracket.

OPM-4 will conduct career counseling for all officers who are NOT tour complete or do NOT anticipate transferring in AY21. 

OPM-4 conducts on-line interactive counseling throughout the year via the Skype for Business application. Establishing a shared desktop is the most efficient means for an
officer to review their record with OPM-4 and greatly enhances the counseling session.

OPM-2 will conduct career counseling for all officers who ARE tour complete or anticipate transferring in AY21. Members should engage with their respective Assignment Officer.

Regular OERs Annual or semiannual as of the last day of the month:
31 JAN LTJG
31 MAR CDR, ENS
30 APR CAPT, LCDR, CWO4
31 MAY LT
30 JUN LTJG (IN ZONE), CWO2
31 JUL LTJG, CWO3
30 SEP ENS

Timeline

All OERs are due to PSC OPM-3 45 days after the end of period
21 Days: Before end of period: Reported-on Officer (ROO) submits to Supervisor a list of significant accomplishments during the period, supporting documents (as required), and administrative data required for OER Section 1.
10 Days: After the period: Supervisor sections of OER due to Reporting Officer.
30 Days: After the period: Supervisor and Reporting Officer sections due to Reviewer.
45 Days: After the period: OER due to CG PSC-OPM for review and validation.

21 Days: After receipt of official copy of OER from PSC BOPS-C-MR: ROO may submit a Reported-on Officer OER Reply to Supervisor within 21 days from receipt of the official copy from PSC BOPS-C-MR. COMDTINST M1000.3(series), Article 5.K has more info.
