EPME introduces full-time Force Master Chief role

The Coast Guard has long recognized the importance of Enlisted Professional Military Education (EPME) in cultivating a highly skilled and effective enlisted workforce. EPME provides essential leadership skills, operational knowledge, and professional development required to excel in the service.  

In 2023, the Coast Guard took a significant step to strengthen the EPME program by establishing the EPME Force Master Chief (FMC) role as a full-time position. This new position provides dedicated oversight and direction for the EPME program, reflecting the evolving needs and expanding scope of the enlisted workforce. Master Chief Petty Officer Matthew Buckman was selected to fill this pivotal role, bringing with him a wealth of experience. 

Buckman’s extensive career in the Coast Guard, which includes both the reserves and active duty, as well as various operational roles and leadership positions, has equipped him with a broad perspective on the needs and challenges faced by the workforce.  

One of Buckman’s first priorities as the EPME FMC is revamping the EPME instruction manual. “We’re currently in the process of doing that right now with an occupational analysis. Surveys are out, and as we complete those, we'll be moving on to each successive paygrade,” said Buckman. This comprehensive analysis will help ensure the EPME program aligns with the duties and responsibilities of Coast Guard personnel in their day-to-day jobs. 

Beyond updating instructional materials, Buckman is focused on increasing engagement and communication within the Coast Guard community. He is developing a schedule to meet with various groups, including chiefs’ mess and deck-level personnel, to gather feedback and foster dialogue about the EPME program. His vision includes setting up an EPME FMC Portal page where members can submit feedback and engage in ongoing discussions about the program. 

In addition to his work on the EPME instruction manual and his engagement efforts, Buckman is also focused on several other key initiatives, including leadership policy and development, mentorship, general military knowledge, and promoting the history and legacy of the service. Buckman also wants to ensure that the EPME program remains aligned with the broader strategic goals of the Coast Guard. He is collaborating with senior leaders on solutions for the changing needs of the workforce and operational environment. 

The establishment of the FMC full-time position and the selection of Buckman to fill this role represents a significant advancement in the Coast Guard’s commitment to professional development. Buckman’s leadership and vision are set to provide the enlisted workforce with enhanced support, ensuring they have the skills and knowledge they need to excel in their roles. 

“It's rewarding for me personally because I know I'm making an impact by ensuring that they have the tools and resources they need to be successful,” said Buckman.
