Solicitation for nominees for the 2020 Coast Guard Civilian of the Year Awards

Nominations are being accepted for the 2020 Coast Guard Civilian Employee of the Year and the Non-appropriated Fund Employee of the Year. The CEOY and NAF EOY annually recognize outstanding achievements by Coast Guard civilians in all grade levels and any career field. Six general schedule (GS) and federal wage system (FWS) civilian employees and two NAF employees who have significantly contributed above and beyond the scope of their normal duties during calendar year 2020 – Jan. 1 through Dec. 31, 2020, will be recognized with this prestigious award.

Nominations for the CEOY will be independently selected in each of the following categories:

  • Two selectees at level GS-14 or FWS-14 and above;
  • Two selectees at the GS-10 thru GS-13 or FWS-10 thru FWS-13;
  • Two selectees at the GS-9 or FWS-9 and below.

Two nominations for the NAF EOY will be independently selected including Crafts and Trades NA, NL and NS.

Commands are encouraged to thoroughly assess all eligible GS, FWS, and NAF employees on their staffs and nominate those deserving of these high level awards. Specific nomination/selection criteria and award guidance for CEOY can be viewed here - select Coast Guard Honorary Awards.

Nomination packages for the CEOY must be submitted in accordance with paragraph four of the award guidance. NAF EOY nomination packages must be submitted according to paragraph five of the same document. All nominations must be submitted in specific memorandum format citing achievements and accomplishments during calendar year 2020. Please ensure nominations have been cleared and endorsed through the appropriate chain of command, i.e., Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants or chiefs of headquarters staff elements prior to submission. All CEOY nominations must be endorsed by a flag officer/SES in the chain of command prior to submission to COMDT (CG-124).

The Coast Guard Award Recommendation, Form CG-1650, must be submitted with each nomination and must include:

  • Name, position title, rank or grade, and unit/command of the nominator;
  • Name, position title, series, grade, phone number and work mailing address of the nominee;
  • Nomination category in accordance with paragraph two; 
  • Name and phone number of the person to contact for further information about the nomination.

All recipients will be honored at the annual CEOY/NAF EOY Awards Ceremony (date and time TBD). Detailed logistical information regarding ceremony and events will be provided in separate correspondence after selections are made. Any travel for award recipients will be funded by the nominating command. Travel for guests is at the discretion of, and funded by, nominating commands under TDY or invitational orders procedures, according to the Invitational Travel Authorizations Manual, COMDTINST 12570.3 (series).
