Promotions: Selections for IDPL Commander

The Coast Guard’s Commander Selection Board convened July 20, 2020, and recommended 57 members to promote to the rank of commander during promotion year  2021. Officers selected are listed below in inactive duty promotion list (IDPL) precedence order. Congratulations to all who have been selected for promotion.

Officer selection boards review only officers' records and any communications from candidates directly to the board. The board is also given a roster of the eligible candidates listed in alphabetical order. Above and in-zone officer rosters are combined, so the status of the officer is not discernible. Only the officer portion of a record is viewable by the board.

The Officer Accessions, Evaluations, and Promotions, COMDTINST M1000.3, (series) outlines the in-zone reordering tool available to all active duty promotion list (ADPL) and RPA best-qualified promotion boards for ranks O-3 through O-6. The board chose to reorder 17 of those chosen for promotion. These officers are listed at the top of the list by order of precedence.

Officer Accessions, Evaluations, and Promotions, COMDTINST M1000.3 (series) outlines the policy for conducting specialty considered selections (SCS). This board was directed to use SCS in the selection process, with the ability to recommend up to 17 officers based on specialty. 

Promotion statistics for this board are provided below. There are many variables (e.g., changes in performance, group size, etc.) that will cause selection rates to fluctuate from year to year among groups. Documented, sustained high performance is the best way to remain competitive for promotion.

In-zone selection rates by ethnic category:

  • Non-Hispanic: (35/67 – 52%)
  • Declined Comment: (15/35– 43%)

Directly following the Commander Selection Board, a Lieutenant Commander Continuation Board was convened for eligible officers July 22, 2020. The Commandant has approved that report in accordance with Reserve Policy Manual, COMDTINST M1001.28 (series) to recommend those eligible lieutenant commanders on the inactive duty promotion list (IDPL) for continuation. 

As a result of this board, two officers have been recommended for continuation on inactive duty via separate correspondence.
